Yes, the foreign student in Canada can invite a guest from abroad. While it is not explicitly stated in the regulations, foreign students are not somewhat limited in doing that. But as with any other application for entering Canada, visa office is the only decision-making authority.
Generally, the process to invite a house guest is as follows:
- the inviting party should send the letter of invitation to the proposed guest abroad
- the guest should submit an application and supporting documents for a guest visa (temporary resident visa, or TRV) to the appropriate Canadian visa office and pay the fees
- during processing of the application, visa office may request additional information and/or documents from the applicant (proposed guest)
- an interview may be scheduled and it must be attended by the applicant
- if everything is fine, an applicant receives the temporary visa in the passport
